PROBLEM TO BE SOLVED: To provide a method which makes it possible to mold a fuel compact for a high-temperature gas-cooled reactor without applying any pressure to materials. SOLUTION: After molding the fuel compact by filling a water-absorbing compact molding container 10 with clad fuel particles 18 which are measured, pouring a binder solution so as to fill interstices 20 between the clad fuel particles 18 and allowing the water-absorbing compact molding container 10 to absorb the moisture content in the binder solution for the dehydration and desiccation of the fuel compact and taking the fuel compact out of the fuel compact molding container 10; heat treatment is given to the fuel compact in the atmosphere of an inactive gas for the dehydration and desiccation of the fuel compact and it is thermally treated in a vacuum finally to manufacture a product fuel compact.
