A flat panel fluorescent lamp and a manufacturing method thereof are provided to configure an end of a barrier rib to be joined on an upper surface of the rear substrate. A discharge channel is formed between a front substrate(10) and a rear substrate(20). A plurality of discharge electrodes(22) are arranged in the discharge channel at regular intervals. A dielectric(24) is formed on the discharge electrode. A fluorescent layer(18) is formed on an inner surface of the front substrate. The front substrate has discharge channel sections(12) arranged thereon at regular intervals. Each of the discharge channel section has a cross-sectional semicircle shape. A barrier rib(16) is formed between the discharge channel sections to partition an inner discharge space formed by the discharge channel section. An end of the barrier rib on the front substrate is joined on an upper surface of the rear substrate.
