The device has a barrier entirely sealed for permitting circulation of hot water in a swimming pool e.g. public swimming pool, where the water circulates directly in contact with elements forming the barrier and absorbs the solar energy. The barrier is formed of intermediate poles that are fixed to the ground by a base e.g. plate, and dark colored hollow panels absorb maximum solar radiations. Inner sleeves have an O-ring joint that ensures sealing between the panels and the poles. The barrier has inner and outer sides formed of PVC, stainless steel and thermolacquered aluminum.
