PROBLEM TO BE SOLVED: To provide a method for congestion control, and subscriber terminal, a disaster system, and a core network used for controlling congestion which can reduce loads of a communication system and ease congestion, by enabling to contact subscriber terminals in areas where communications are regulated. SOLUTION: When a first subscriber terminal calls a second subscriber terminal in an area where communications are regulated, the first subscriber terminal is notified that the call cannot be connected.
