PROBLEM TO BE SOLVED: To solve the problem that a conventional prediction picture to be generated in coding a motion image is not smoothly connected between blocks and may become a discontinuous state between the blocks, because the prediction picture is generated by executing motion compensation on the basis of motion vector information using a predetermined block as a unit.

SOLUTION: A region boundary motion estimator 118 executes motion vector search in a reference picture to generate information about boundary portion motion vector. A region boundary motion compensator 119 generates a first prediction picture by generating an estimation image signal in each rectangular region in a coded picture satisfying a Poisson's equation on the basis of the information about the boundary portion motion vector. An intra-region difference motion estimator 121 generates information about a difference component motion vector. An intra-region difference motion compensator 122 generates a prediction residual picture from the difference between a signal component in the rectangular region in a reference picture specified on the basis of the information on the difference component motion vector and a signal component in a corresponding block in a first prediction picture.
