PROBLEM TO BE SOLVED: To provide a method for manufacturing a panel for information display, with which a display medium is sealed in a cell with few operational steps, by adequately supplying the display medium with electrostatic properties on a substrate with partition walls previously arranged thereon, exactly as intended, and making a step to remove the display medium from top faces of the partition walls unnecessary, as has been previously described. SOLUTION: In manufacturing the panel for information display, with which required information is displayed by sealing the display medium with the electrostatic properties in the inside of a plurality of cells partitioned by a pair of mutually opposing substrates of which at least one is transparent and the partition walls arranged between both substrates and making the display medium move by applying an electric field to it, in a state in which a frame section 4 comprising a conductive member of a mask 3 is superimposed on each partition wall 2 arranged on the one substrate 1, is positioned and put thereon; the substrate 1 is charged with a plasma charge device 6 with polarity reverse to the polarity of charge of the display medium 8 to be supplied to the substrate 1; and subsequently the display medium 8 is supplied to the substrate 1 via a through hole 5 section of the mask 3.
