The invention relates to chemical engineering, in particular to a method, device and a plant for carrying out physiochemical processes between moving media in different phase states and to a finished product obtained by the use thereof and can be used in different industries.The inventive method and plant make it possible to form the flows which collide with each other and whose thickness and conveying speed allow the controllable, reliable and efficient interaction thereof, thereby substantially increasing the quality of a resultant mixture. The possibility of controlling the conveying speed of the flows makes it possible to mix different quality materials including ultra fine powders. The inventive device comprises a cylindrical body provided with a drum rotor which is mounted on a shaft connected to a drive and which forms the first moving medium flow, a former of the second moving medium flow, means for loading and unloading said moving media and gas-removing means. The rotor comprises one or two end cavities which are used for receiving the moving media and are provided with barriers having sharp radial projections and arranged along the periphery of said cavities. The rotor is movably / fixedly mounted onto the shaft in such a way that it is adjustably displaceable along an axial line by the displacement thereof along the shaft or together with the shaft. The inventive plant for producing a highly homogenated mixture comprises the above-mentioned device and at least one additional rotating means whose structure is similar to the structure of the drum rotor and which makes in possible to additionally grinding and mixing particles of the moving media mixture produced by the device. The invention makes it possible to improve the quality of mixing and emulsifying of materials and to efficiently carrying out chemical processes by intensifying mixing and improving the process controllability.
