An ASIC micro computer with a program memory of an external development stage is provided to minimize a number of external pins in a developing ASIC micro computer, thereby enabling miniaturization designing and using remaining pins in various functions. An ASIC(Application Specific Integrated Circuit) micro computer includes an external memory program control logic(206) having a serial interface output terminal, a transmission speed and form converter(207), and an instruction multiplexer(209). The transmission speed and form converter converts data read in an external program memory(208) to be suitable for an inner speed and form and transmits the data to a data bus. The instruction multiplexer selects program data, supplied to a CPU(Central Processing Unit)(201), out of values of the internal program memory and the external program memory.
