PROBLEM TO BE SOLVED: To provide an image forming apparatus for generating a document including characters to which prescribed concealment information is embedded without changing positions and sizes of a character image. SOLUTION: The concealment information embedding apparatus identifies closed regions of characters each including a closed region 121 in an original document 9, converts an embedded character string received as concealed information to a bit string of a prescribed character code, allocates a bit value sequentially from the head of the bit string in a prescribed processing order established for each recognized closed region 121, and prints out a concealing information embedded document 6 where the closed regions 121 with effective bits assigned thereto is pasted in a color resulting from changing at least one of hue, saturation and lightness of a color of a background image 61 to be superimposed on the image of the original document.
