PROBLEM TO BE SOLVED: To enable to transmit and receive safe electronic data by a simple procedure. SOLUTION: A user (transmitter, receiver) preliminarily registers a mail address, a password for the Internet, a telephone number and a password for a telephone in a repeater system. The transmitter converts data to be transmitted to the receiver into encrypted data whose password for decoding is decided, and directly transmits the data to the receiver. The transmitter registers the mail address of the receiver and the password for decoding in the repeater system by a method whose secrecy is high. The receiver acquires the password for decoding by the method whose secrecy is high from the repeater system.
