PROBLEM TO BE SOLVED: To provide a gas solution manufacturing apparatus and a gas solution manufacturing method for efficiently dissolving gas while saving energy. SOLUTION: This gas solution manufacturing apparatus 1 manufacturing a gas solution by introducing gas into a tank storing a solution and dissolving the gas into the solution, is provided with the sealed tank 11 where the solution and gas are charged; a pump 12 having a suction port 122a sucking the solution in the sealed tank 11 and a delivery port 124a delivering the sucked solution; a gas injection part 14 injecting gas to be dissolved; a mixing chamber 15 connected with the delivery port 124a and gas injection port 14, and mixing the gas injected from the gas injection part 14 with the solution delivered from the delivery port 124a; and a jetting part 16 introducing and jetting the liquid-gas mixture mixed in the mixing chamber 15 into a gas-filled space above the liquid level in the sealed tank 11.
