PROBLEM TO BE SOLVED: To provide an inexpensive steel with high strength superior in the toughness of weld heat-affected zones formed by multi-layer-welding of the steel on conditions of low to high heat inputs, and to provide a manufacturing method therefor. SOLUTION: The steel superior in the toughness of the weld heat-affected zone comprises, by mass%, 0.07-0.10% C, 0.05-0.15% Si, 1.7-2.5% Mn, 0.008% or less P, 0.005% or less S, 0.004% or less Al, 0.010-0.018% Ti, 0.0030-0.0050% Ca, 0.0030% or less O, 0.0030-0.0050% N, and the balance iron with unavoidable impurities.
