PROBLEM TO BE SOLVED: To obtain a concrete and useful quality design/management guideline in consideration of the trade-off between a frame rate and a code amount per unit frame with respect to image quality.

SOLUTION: A coefficient acquisition section 12 acquires characteristic coefficients 24 corresponding to a sub parameter comprising one or more of a communication type parameter 22A, a reproduction performance parameter 22B, and a reproduction environment parameter 22C acquired by a parameter acquisition section 11 from a coefficient DB 23, and a best image quality estimate section 13A calculates a best image quality estimation value 26A corresponding to an input coded bit rate 21A on the basis of a coded bit rate - a best image quality characteristic 25A specified by the characteristic coefficients 24.
