Dried compositions in the form of sheets or rolled sheets which contain viable seeds for application to land surfaces for generation of vegetation on the land surface. The dried compositions are mulch compositions containing viable seed and, preferably containing fertilizer, which are formed into sheets which may contain one or more layers or coated layers. The fibrous material can be dried plant material such as hay, straw, dried grass or wood fiber. The seed mat may be formed by adding the fibrous material to a hydromulch containing viable seeds and forming a layer by one or more spraying applications which is dried to form sheet. The seed mat may also be formed by one or more spray applications of a hydromulch containing viable seed onto a layer of fibrous material which is then dried to form a sheet.
