PROBLEM TO BE SOLVED: To trap small-mass fine foreign matters in front of a valve port. SOLUTION: An inlet 10 and an outlet 11 are formed with a valve body 4, and a valve seat member 13 having the valve port 12 for communicating the inlet 10 with the outlet 11 is mounted on the valve body 4. On the valve seat member 13, a valve element 14 is arranged which is seated on-off to open/close the valve port 12. A valve shaft 15 is connected to the valve element 14 for opening/closing operation of the valve element 14. A cylindrical partition wall 21 is provided on the side of the inlet 10 of the valve port 12, and a spiral vane 24 is provided outside the partition wall 21. The inlet 10 is connected to the upper side of the spiral vane 24, a liquid reservoir 34 is formed on the lower side of the spiral vane 24, and a filter 32 is arranged inside the partition wall 21 for filtering fluid.
