PROBLEM TO BE SOLVED: To provide a highly reliable low-resistance corona-prevention tape exhibiting excellent discharge resistance. SOLUTION: The low-resistance corona-prevention tape 18 is integrally formed of a substrate 23 and of a composite body layer 25 which comprises an organic inorganic hybrid material 21 obtained by subjecting a metal alkoxide to hydrolysis and carrying out dehydration using the metal alkoxide as a starting material and conductive particles 22 such as carbon black or the like combined therewith.
