An electric heating mat is provided to be installed at any place by having a flexible structure to improve efficiency of work of a user, to reduce manufacturing steps, and to reduce time and personnel of installation thereof. A heating line is made of copper, nickel or alloy thereof, has a thickness of 0.3-1.5mm and forms a core line(11). A heat-resisting fluoropolymer insulating material(12) encloses the core line, and is coated with PVC polymer. The thickness of the final outer cover of the heating line is 2.5-4.0mm. A connecting portion(30) on which cold lead is formed is formed at the end of the heating line. The heating line is formed with a folded line having a metal coat to constitute a heating cable(10). The outside of the heating cable is made of a fiber material or a synthetic resin material and has a structure of enclosing the heating cable in a net or lattice structure.
