A method and a system for registering by a network side instead of a terminal, the method includes: the network side receives an attachment request initiated by the terminal over a first access network, wherein the attachment request carries a terminal registration information; the network side which takes the replace of the terminal carries out the registration operation based on the location area which the first access network lies in. During the terminal registration, the terminal registration is convenient and the terminal registration means is rich by using the method in which the network side replaces the terminal. During the terminal registration, the procedure of the terminal registration is efficient and rational by considering fully the location area which the terminal lies in and treating distinctively the local network and the visited network.
