PROBLEM TO BE SOLVED: To provide a porous precursor manufacturing apparatus which manufactures in a self-molding way, a porous precursor which is easily made into a porous structural body with required characteristics by drying or drying and calcining without using an extrusion molding method. SOLUTION: The porous precursor manufacturing apparatus is equipped with: a raw material holder 1 for storing a porous precursor raw material containing at least water; a refrigerant tank 2 having an inserting opening capable of taking in and out the raw material holder 1 on its upper part and provided with a refrigerant inside; a liquid face position sensor 5 for continuously measuring the position of the liquid face of the refrigerant changing vertically in the refrigerant tank 2; and a raw material holder position controlling means for forwarding the raw material holder into the refrigerant while a relative vertically moving speed of the raw material holder is controlled in relation to the liquid face position of the refrigerant measured by the liquid face position sensor.
