<P>PROBLEM TO BE SOLVED: To provide a light-emitting device capable of efficiently dissipating the heat produced upon high output state thereof, excellent in workability and less displacement etc. upon mounting thereof. <P>SOLUTION: This light-emitting device comprises a tabular base consisting of a metal, a package member bonded on one main surface side of the base, and an insulating member and electrically conductive members in at least a part between the base and the package member. The package member has openings wherein the insulating member and the electrically conductive members are exposed in the bottom faces thereof.
