<P>PROBLEM TO BE SOLVED: To reduce a constitution cost in an IP telephone system. <P>SOLUTION: An extension number allocated to an arbitrary IP telephone terminal is recorded on an IC card carried by an individual staff of a company who is a user. The extension number on an IC card 1 is read by a card reader 2 shared with an clock-in/clock-out data server 8 constituting a time recorder for clock-in/clock-out, sent to a telephone system server 4 through a LAN cable 9, and allocated to a predetermined IP telephone terminal, for example, a telephone terminal 5-1.
