PROBLEM TO BE SOLVED: To provide a control device for securing safety and reducing discomfort when abnormality occurs in a water heater comprising a hot water/water mixing function. SOLUTION: A combustion chamber 4 is disposed at a lower inner side of a cylindrical can body 1, a water chamber 6 is defined by a clearance between the can body 1 and the combustion chamber 4, and a flue tube 5 is disposed between an exhaust chamber 2 disposed at an upper portion of the can body 1 and the combustion chamber 4. A water supply pipe 7 and a hot water supply pipe 8 mounted on the can body 1 are branched, a bypass passage 9 is formed, a water flow valve 12 is mounted in the hot water supply pipe 8, a bypass valve 13 is mounted in the bypass passage 9, and openings of the water flow valve 12 and the bypass valve 13 are variable by a supply hot water temperature control means 15. An abnormality detecting means 16 detecting abnormality of a water heater and stopping a burner 3, and a determining means 17 determining kinds of abnormality are disposed, the hot water supply temperature control means 15 lowers a hot water temperature by fully opening the water flow valve 12, and fully closing the bypass valve when the determining means 17 detects the abnormality of the temperature control portion, and keeps the hot water temperature without changing the openings of the water flow valve 12 and the bypass valve 13 when the abnormality of a part excluding the temperature control portion is detected.
