PROBLEM TO BE SOLVED: To improve each of; visibility and audibility, safety of residents, and convenience in evacuation guidance when an alarm is made for disaster information that a natural disaster such as an earthquake or a tsunami has occurred and to improve safety and security respectively by protecting the residents against a suspicious individual such as a pervert who appears in a neighborhood. SOLUTION: Alarm is made for the natural disaster such as earth quake information S1 or tsunami information S2, etc., which is transmitted through an external network L2 by sounding an alarm sound from a master station speaker 201 of a living room master station 2 used to establish communication with a door station 1 as well as displaying basic information or detailed information on a monitor 200. Furthermore, when the natural disaster such as the earthquake or the tsunami occurs, outbreak of a fire is prevented by extinguishing an ignition apparatus 5 as well as lighting an illumination lamp 6, raising blinds 7 and unlocking an electronic lock 8. Moreover, when the suspicious individual such as the perverts appears in the neighborhood, the illumination lamp is turned off, the blinds are drawn down and the electronic lock are locked.
