A system and a method for providing electronic AD by using scrap are provided to distribute the electronic AD on the network through a plurality of users having a homepage by a multilevel mode and make the user voluntarily join in distribution by providing rewards to the user distributing the electronic AD. A main server(100) generates and provides the electronic AD in a style to be scraped by the user. An upper user terminal scraps and distributes the electronic AD to a first homepage of an upper user by connecting to the main server. A lower user terminal scraps the electronic AD distributed to the first homepage and distributes the scrapped electronic AD to a second homepage of a lower user. The main server includes an AD server(130) storing/managing the electronic AD, a database server(120) storing/managing scrap details of the electronic AD, and an interface server(110) interfacing between the upper user terminal and the main server. The main server provides the upper/lower user with the rewards for distributing the electronic AD.
