PROBLEM TO BE SOLVED: To provide mold powder which can be manufactured into a cast ingot having excellent surface quality by preventing the generation of shrinkages and cracks in the cast ingot even when continuously casting high aluminum steel containing 0.1% or more of dissolved aluminum. SOLUTION: The mold powder is used for continuously casting the high aluminum steel containing 0.1% or more of the dissolved aluminum. The mold powder contains 35 to 55% of T-CaO, 10 to 30% of SiO<SB>2</SB>, 4.0% or less of Al<SB>2</SB>O<SB>3</SB>, 0.2 to 1.0% of MgO, 7 to 13% of Li<SB>2</SB>O, 7 to 13% of F, 10.5 to 14% of C, and unavoidable impurities, and satisfies the following conditions: (1) 1.6≤[T-CaO]/[SiO<SB>2</SB>]≤5; and (2) 0.2≤[Li<SB>2</SB>O]/[SiO<SB>2</SB>]≤1.1.
