PROBLEM TO BE SOLVED: To provide an electrolytic capacitor sealing body for preventing permeability of an electrolyte in a sealing part of an electrolytic solution and thinning the sealing body while keeping the strength of the sealing body, and to provide an electrolytic capacitor using the sealing body. SOLUTION: An electrolytic capacitor 1 comprises a capacitor element 2, an exterior case 9 for housing the capacitor element 2, a sealing body 5 for sealing the exterior case 9, and lead wire 3 leading out from the exterior case 9 through the sealing body 5 to the outside, wherein an elastic rubber 6 and an aramid film 7 are used as a material of the sealing body 5 for sealing an opening of the exterior case 9.
