PROBLEM TO BE SOLVED: To provide a soft absorber having excellent absorbency which is easy to produce and efficiently prevents a leakage of liquid by controlling a dispersion of the liquid, and also to provide a method for producing the absorber efficiently. SOLUTION: The absorber contains a fiber aggregate comprising long fibers and short synthetic or semi-synthetic fibers. The absorber has a web 12 made of the hydrophilic long fibers and pieces of absorbent polymer 13 contained within the web. The pieces of absorbent polymer 13 distribute unevenly in a part of the absorber 10 in the plane direction or thickness direction. In a region M of the web 12 where the pieces of absorbent polymer 13 distributes in the plane direction, a large number of short fibers 122 are generated from cut long fibers. In the production method of the absorber, the pieces of the absorbent polymer 13 are first dispersed on the web 12 made of the long fibers.
