PROBLEM TO BE SOLVED: To solve the problem that an airflow due to a movement of a carriage gives an influence on mist after idling discharge and results in the mist scattering and adhering to paper to easily degrade an image quality. SOLUTION: A driving waveform generation section 401 generates and outputs an idling discharge driving signal when the idling discharge is performed. A droplet speed Vj2 of the droplet which is discharged in an idling discharge driving waveform and does not contribute to an image formation (idling discharge droplet), is not lower than the maximum droplet speed Vj1 of the droplet which is discharged in a printing driving waveform and contributes to the image formation (printing droplet), and not higher than twice the maximum printing droplet speed Vj1, that is, the relation of Vj1≤Vj2≤2×Vj1 is satisfied.
