PROBLEM TO BE SOLVED: To provide a method and an apparatus which prevent a scattering of asbestos and can give a reliable and safe sealing effect of asbestos. SOLUTION: A sealing execution of asbestos consists of blowing an inorganic water-soluble ceramic coating agent 26 on an asbestos layer 10 by a sprayer 11 to be solidified, supplying the solidified material to a vacuum dust collector 13 to collect produce and dust, crushing the produce-and dust-collected asbestos lump 12 by a crusher 21, kneading the crushed asbestos with the inorganic water-soluble agent by a knead mixing apparatus 23, compress molding the kneaded asbestos 27 by a mold press apparatus 28 to a block etc., drying the molded material 29 by a dryer 31, and spraying the inorganic ceramic liquid by a sprayer 32 on the whole surface of the drying-treated molded material to solidify form a coating layer in the whole periphery.
