PROBLEM TO BE SOLVED: To promptly detect the generation of a claim and to smoothly process the claim in reception work by voice. SOLUTION: A voice reception claim detection method includes a reception start time detection process for detecting reception start time from the utterance level of key input or voice input; a response utterance start time detection process for detecting the response utterance start time; a claim detection evaluation value measurement process for detecting response time which is the difference of response utterance start time and reception start time, as a claim detection evaluation value; a claim detection process for determining it to be claim processing, if the claim detection evaluation value is less than a threshold; and an output processing for outputting operator information under processing, when it is determined as being a claim in the claim detection processing.
