PROBLEM TO BE SOLVED: To provide a vulcanizing adhesive composition which can improve interlayer adhesiveness between acrylic rubbers and metals without subjecting the metals to a surface treatment, for example, a blast treatment, a primer treatment, or a chemical conversion treatment such as a zinc phosphate treatment. SOLUTION: This vulcanizing adhesive composition comprises 45 to 75 wt.% of a phenolic resin, 5 to 25 wt.% of a chlorinated rubber, dichlorobutadiene polymer, a brominated dichlorobutadiene polymer or chlorinated polychloroprene, and 10 to 30 wt.% of a metal oxide, in the total solid content.
