PROBLEM TO BE SOLVED: To easily recover from the inactive status of a computer without performing any troublesome specific person check each time, and to suppress a computer from being shifted to an inactive status due to erroneous recognition in the security system of a computer whose safety is secured. SOLUTION: In the case of performing input check to a computer in addition to ID check and check by a human sensor as necessary, when a computer 1 is shifted to an inactive status, the computer is suppressed from being frequently shifted to the active status even when the ID check or human sensor is erroneously operated by preliminarily carrying out shift warning.
