<P>PROBLEM TO BE SOLVED: To provide a belt tubular member which suppresses leakage of a developer and sufficiently reduces sliding friction, a fixing device which maintains satisfactory image formation, and an image forming apparatus. <P>SOLUTION: The belt tubular member includes: a belt main body having a tubular shape; a plurality of projecting stripes which are provided in parallel on an inner peripheral surface of the belt main body and extend in a circumferential direction of the inner peripheral surface; and damming-up members which are provided in grooves between adjacent projecting stripes and dam up the grooves.
