PROBLEM TO BE SOLVED: To complete a complex call control processing such as a series of processing sequences by a plurality of call control signals and the releasing of set calls, without causing an overload state. SOLUTION: A call control signal of a received new call is supplied to an overload control portion 7 after the signal type is determined by a signal type determining portion 6. In the overload control portion 7 the data capacity of the call control signal is read out from a data capacity table 8 based on the determined signal type, and the data capacity of the call control signal is added to a current use capacity value of a reception buffer 2 with respect to this signal type in a reception-buffer-use-capacity-by-signal storing portion 10 to form an estimated use value by this signal type. Then, the overload control portion 7 compares the estimated use value with a threshold for this signal type in a threshold-value-by-signal storing portion 9. When the estimated use value is not greater than the threshold value, the received call control signal is stored in the reception buffer 2.
