PROBLEM TO BE SOLVED: To attain compatibility of copy immunity and embedding of a quantity of information while preventing deterioration in the look. SOLUTION: The information embedding apparatus is provided with: an image obtaining unit that obtains document image data; a first information obtaining unit that obtains first information to be embedded in the document image data; a second information obtaining unit that obtains second information to be embedded in the document image data and having a higher degree of importance than that of the first information; a watermark information generating unit that generates watermark image data including a group of first dot patterns including the first information and a group of second dot patterns including the first information and the second information and having a dot size enlarged from a size of the first dot patterns; and a superposing unit that superposes the generated watermark image data on the obtained document image data.
