PROBLEM TO BE SOLVED: To provide a construction method for repairing and reinforcing a concrete structure which facilitates construction, only slightly increases the mass of a structure after the construction, brings about uniform bending toughness by using a high-toughness material, imparts excellent integration with an existing structure to a repaired/reinforced place, brings about high durability and the lengthening of a life, and is used for the seismic strengthening of a bridge pier composed of a reinforced concrete structure, and an undersurface pressure-intensifying method for a road floor slab. SOLUTION: In this construction method for repairing and reinforcing the concrete structure, a lattice-shaped fiber body with a three-dimensional structure in which a mean lattice interval is in a range of 12-30 mm is preinstalled between a member to be reinforced and a form, and filed with a fiber-containing polymer cement-based grout material in which the ratio of a contained polymer solid content to contained cement is in a range of 5-20 mass%.
