An admixture for preventing the spalling of concrete is provided to have an excellent spalling-resistant effect and prevent workability deterioration and flowability reduction of concrete. An admixture for preventing the spalling of concrete includes a spalling-resistant fiber which forms a continuous particle size distribution, and glass powder. In a disk type grinder, the spalling-resistant fiber and broken glass are simultaneously ground in a weight ratio of 1:5-1:15 to obtain a continuous particle size distribution and form glass powder. The spalling-resistant fiber is one, two or more selected from polypropylene fiber, nylon fiber, and polyvinylalcohol fiber.
