<p><P>PROBLEM TO BE SOLVED: To provide a main device for a communication system for efficiently executing transmission of an emergency notification to a proper facility from a telephone terminal connected to a packet network after suppressing a processing load of the telephone terminal. <P>SOLUTION: The main device BTA is provided with a position information database in which an emergency-call group number of IP telephone terminals T13, T22, and T33 as emergency notification destinations and position information of the IP telephone terminals are associated each other, and a terminal information database storing extension numbers of IP telephone terminals T11, T12, T21, T31, and T32 and position information indexes of the IP telephone terminals in association with each other. A position information index of a transmission origin is read out from the terminal information database when a transmission request of the emergency notification from the IP telephone terminal T11 occurs. The position information index is compared with the position information indexes in the position information database. The IP telephone terminal T13 belonging to an area A is selected from the comparison result.
