PROBLEM TO BE SOLVED: To provide a still picture synthesizer which efficiently generates a still picture capable of visually grasping movement of a subject from a moving picture and a method for synthesizing a still picture from a moving picture. SOLUTION: Each frame composing a moving picture is decoded in turn, and while target frames are decoded, a motion vector decoded in a variable length for each macro block is determined if the vector is larger or not than a threshold. If it is larger, the decoded picture of the block is determined as a partial picture composing the subject which moved in the frame, and is incorporated into a base picture stored in a still memory 71 of a synthesizing processing part 7b.
