PROBLEM TO BE SOLVED: To provide a skin care preparation having strong inhibitory action on melanin production in skin and being free from safety problems such as skin irritation and skin sensitizing property. SOLUTION: The skin care preparation having multiplicatively strengthened inhibitory action on melanin production in skin and being free from safety problems such as skin irritation and skin sensitizing property is obtained using a snow tea extract together with a specific plant extract. The skin care preparation which is strengthened in whitening action and is free from safety problems such as skin irritation and skin sensitizing property includes a snow tea extract and at least one ingredient selected from the group consisting of a genus Prunus extract, a genus Rhododendron extract, a genus Hibiscus extract and a genus Rosa extract.
