PROBLEM TO BE SOLVED: To provide a steel sheet for carburizing and quenching in which the improvement in workability and surface properties is attained while maintaining its carburizing and quenching properties, and to provide its advantageous production method. SOLUTION: The steel sheet for carburizing and quenching has a composition containing, by mass, 0.03 to 0.10% C,≤0.05% Si, 1.00 to 1.80% Mn,≤0.007% S, 0.010 to 0.060% Al,≤0.0060% N and 0.20 to 0.50% Cr, and the balance Fe with inevitable impurities.
