<P>PROBLEM TO BE SOLVED: To provide a system for issuing a credit card with a commuter ticket, allowing issuing or updating of the credit card with the commuter ticket, which has both commuter ticket function and credit function, in a commuter ticket vending machine. <P>SOLUTION: When putting a magnetic commuter ticket and a VIEW Suica into the commuter ticket vending machine 12 (S1d, S2d), the commuter ticket vending machine 12 performs decision of use permission (S3d) and decision of a validity term (S5d) about the inputted magnetic commuter ticket and VIEW Suica. When a decision/check result is NG, issuing processing is stopped, the card is returned, and issuing replacement of the card is not performed. When all the decision/check results are OK, it is decided whether to perform an SF charge or not, and an SF final history is updated, and an SF charge amount is put into the commuter ticket vending machine 12 as the need arises (S7d).
