<P>PROBLEM TO BE SOLVED: To provide a communication control device capable of complementing insufficient bandwidth by other wireless IP networks when the bandwidth of wireless IP network used for running communication is insufficient using a plurality of wireless IP networks simultaneously; and to provide a wireless communication device, a communication control method, and a wireless communication method. <P>SOLUTION: In a communication control device, when it is judged that the bandwidth of a wireless IP network 10A is not a size capable of transferring VoIP packet in the specified delay time, IP packets of quantity which can transmit in window T1-window T2 are transmitted to the wireless IP network 10A.
