<P>PROBLEM TO BE SOLVED: To extremely shorten a time necessary for issuing a medium for authentication even under a specific communication environment where the transmission interval of a communication telegraphic message is limited for the reason of security etc. <P>SOLUTION: A system for issuing the medium for authentication is provided in which a host computer examines the validity after an application is made by an applicant, and a card issue terminal issues an ID card to the valid candidate, and the ID card is authenticated by applying electronic signatures prepared at the host computer side, wherein one-time communication between the card issue terminal and the host computer is performed to issue the ID card. <P>COPYRIGHT: (C)2008,JPO&INPIT |
