PROBLEM TO BE SOLVED: To provide a rare earth permanent magnet with a protective layer arranged on a surface and which is fully superior in corrosion resistance, especially from the viewpoint of surface shape.

SOLUTION: The magnet is provided with a magnet element comprising a rare earth element and the protective layer 14 formed on the surface of the magnet element. In the rare earth permanent magnet 10, surface roughness is set to 0.30 μm or smaller as an arithmetic means, when cut-off value λc is set to 0.25 mm or smaller.
