PROBLEM TO BE SOLVED: To provide a lifter with small size and light weight capable of being manufactured at low cost, facilitating storage and preservation and enhancing installation property on a floor surface. SOLUTION: The lifter is constituted by a strut 10; an upper fixing part 25 for fixing an upper part of the strut 10 to an upper part of a base 20; a lower fixing part 26 for fixing a lower part of the strut 10 to a lower part of the base 20 and having a leg part 24 between the floor surface 50 and it; a hanging up part 13 having a roller 45 mounted to the upper part of the strut 10 and hooked with a wire rope 14; a winch 12 mounted to the lower part than the hanging up part 13 of the strut 10 and winding and releasing the wire rope 14; a movable part 15 guided by the strut 10 to be vertically moved and connected with the wire rope 14 through the hanging up part 13; and a load-carrying platform 16 fixed to the movable part 15 and performing placement and lifting of a member 44 to be maintained in the base 20.
