A non-asbestos insulation board is provided to protect human body from harmful effects of asbestos and achieve improved heat resistance and strength. A non-asbestos insulation board is manufactured by the steps of preparing a binder by adding an additive formed by mixing mica 2 to 5 weight%, carbon black 1 to 3 weight%, and heat stabilizer 5 to 8 weight% to high temperature resin contents 20 to 45 weight%; penetrating the binder 33 to 40 weight% into a glass fiber textile, half-drying the glass fiber textile, and cutting the textile; setting the cut product on a press, applying a first pressure of 15kgf/cm2 at the hardening temperature of 150 Deg.C for 60 minutes, applying a second pressure of 60kgf/cm2 at the hardening temperature of 90 Deg.C, cutting an edge of the product, and grinding the product into a predetermined thickness such that the product has a surface flatness of +/- 5/100mm or lower.
