A printing device for preventing forgery/alteration of a civil affair document and a civil affair document forgery/alteration preventing method using the same are provided to prevent a terminal user from forging/altering the civil affair document by embedding a decryption program for decrypting the encrypted civil affair document in a printer. An I/O(Input/Output) interface(310) receives encrypted civil affair document data from a terminal, which receives the encrypted civil affair document data by connecting to a civil affair document issuance server, when printing is requested. A decryptor(350) decrypts the received encrypted civil affair document data. A printing engine(370) prints the decrypted civil affair document data. The decryptor is an ASIC(Application Specific IC) mounted with the decryption program.
