An apparatus and a method for reducing the decoding delay of a turbo decoder are provided to obtain minimal decoding delay by being applied to fields such as a high-speed multimedia communication system. An apparatus for reducing the decoding delay of a turbo decoder includes a soft decision value output unit, a repeat decoding control unit(205), and a hard decision value output unit. The soft decision value output unit outputs a soft decision value by repeatedly decoding turbo-encoded data. The repeat decoding control unit(205) outputs a control signal to finish a repeat decoding by counting or comparing the soft decision value outputted from the soft decision value output unit with a predetermined finish critical value. The hard decision value output unit outputs a decoded result by hard-deciding an output value of the soft decision value output unit according to the performance of the repeat decoding of the repeat decoding control unit(205).
