PROBLEM TO BE SOLVED: To improve throughput of an entire system by enabling a communication request to a base station having the high possibility of always performing communication while considering the difference in traffic for each of base stations. SOLUTION: Mobile stations MSa-MSg respectively compare evaluation function values calculated in its own terminal, i.e. MS_Eval_01(a) to MS_Eval_10(a) and MS_Eval_01(b) to MS_Eval_10(b) with values broadcasted by a notice message of neighboring station information list from a base station BSa, i.e. BS_Eval_01(a) to BS_Eval_10(a) and BS_Eval_01(b) to BS_Eval_10(b), per chunk for each of base stations BSa and BSb, and determine whether MS_Eval≥BS_Eval is established. The number of chunks determined as MS_Eval≥BS_Eval for each of base stations BSa, BSb on the basis of a result of determination, a base station having the larger count values Ca, Cb is selected, and the CQI is transmitted.
